Contractor schedule reviews are a rush job. That's how things slip through.
The contractor submits a 4,000-activity programme on Friday. It needs to be assessed and returned by Monday. Your team has two days to review logic, check scope alignment, verify milestone dates, and identify manipulation on a schedule built to look right, not to be right.
Even experienced planners can't do a proper assessment under that kind of time pressure. Logic manipulation is subtle. Scope drift accumulates over multiple updates. Float hoarding happens in small increments that are only obvious in aggregate.
On NEC contracts, the Project Manager has a defined acceptance period for contractor programmes. Failure to respond within that period can be treated as acceptance by default. On FIDIC projects, the Engineer carries review obligations within specified timeframes, and a documented basis is required for any rejection or qualified acceptance.

Milestone drift and risk
Key milestones that have shifted in date, logic, or driving activities between baseline and current submission. Flagged with the root cause where identifiable.
Resource and productivity anomalies
Activities where productivity rates have been implicitly changed through duration adjustments that don't reflect resource levels. Common on projects with embedded resource manipulation.
Critical path changes
Has the critical path changed since baseline? Which activities are now driving the end date that weren't before and why? Visualised as a before/after comparison.
Float manipulation and hoarding
Activities where total float has been inflated through logic changes, constraint removal, or calendar manipulation. Particularly relevant on NEC and FIDIC contracts where float is contractually significant.
Under NEC contracts, shared float belongs to the project, not the contractor. Float sequestering by the contractor reduces the programme's ability to absorb future risk and can affect extension of time entitlement calculations. Under FIDIC, manipulated float positions can distort Clause 8.5 assessments. ConstructMind flags float changes that may carry contractual consequences, not just scheduling quality implications.
